Health Policy Legislative Chair

Overview of Responsibilities:

The Health Policy/Legislative Chair shall conduct the duties of the positionin collaboration with the Washington Representative and the Health Policy Committee (Past President, President, and President-Elect), the Regional Legislative Liaisons and the Executive Director, be responsive to the needs and priorities of the NAPNAP membership, and represent the organization at all required meetings and functions.

Selection Guidelines:

  • The Health Policy Chair is appointed to the Executive Board by the President.
  • Knowledgeable of the legislative processand child health policy.
  • Experience in legislative affairs at the local, state, ornational level.
  • Willing to commit significant time and resources to NAPNAP’s health policy mission.

Time Requirement:

Approximately 8 to 20 hours per week.
  • One (2 – 3) day Orientation Meeting the last weekend of June during the first appointment year.
  • Three(2 – 3) day Executive Board Meetings per year (one meeting in the fall, one held in conjunction with the NAPNAP Annual Conference,and a 2 day June Board meeting following the New Board Orientation meeting).
  • One annual Strategic Planning Meeting usually held in conjunction with the Fall Board Meeting.
  • One annual meeting with the AAP Health Policy Chair.
  • Attend regularly scheduled conference calls as a member ofthe Executive Board. (Approximately one hour in length, held every 2 months when there is not an Executive Board Mtg.)
  • Initiate, plan and prepare agenda, and conductmonthly Health PolicyConference Calls with the members of the Health Policy Committee (the Washington Representative, Past President, President, and President-Elect, a representative of the Regional Legislative Liaisons, and the Executive Director).

Primary Functions:

  1. Serves as a voting member of the Executive Board.
  2. Participates in the meetings of the Executive Board and the Association including but not limited to:
    • Conference Call Meetings
    • General Sessions of the Executive Board
    • Executive Sessions of the Executive Board
    • Strategic Planning Retreat
    • Annual Business Meeting of the Association
    • Special Meetings as called by the President
  3. Serves as an advisor to the Board fordecisions regarding legislative activities and childhealth policy.
  4. Conducts monthly conference calls to review legislative and health policy activities and all issues of the organization related to advocacy.
  5. Draft and advise letters of support on behalf of the NAPNAP membership for President on issues key to child health policy and professional practice.
  6. Coordinates with the Health PolicyCommittee and Chapter Coordinator the activities for the Chapter Presidents and Chapter Legislative Chairs for national/state legislative issues.
  7. Provides up-to-date health policy/legislative information to the NAPNAP Executive Board for review and/or action.
  8. Establishes a public policy agenda for NAPNAP that is approved by the Board yearly at the Fall Board meeting. The public policy agenda should identify the legislative priorities for the Washington Representatives and represent the priorities of the NAPNAP membership.
  9. Identifies the need for new or updated Position/Policy Statements based upon the public policy agenda and the needs and priorities of the membership.
  10. Provides up-to-date health policy/legislative information to the NAPNAP Chapter Presidents, Regional Legislative Liaisons, Chapter Legislative Chairs, and the general membership.
    • Uses educational programs, materials, or other means of communication to educate and keep the membership informed about legislative and health policy issues.
    • Uses the Regional Legislative Liaison Network to update Chapter Legislative Chairs on child health policy issues and to advocate for key public policy and professional practice issues.
    • Coordinates the Legislative Session at the NAPNAP Annual Conference.
    • Uses the list serve for the dissemination of information needing immediate or sustained attention. Maintains communication to inform and educate members on the status of bills and child health policy issues.
  11. Acts as a liaison to other nursingorganizations with similar professional practice issues and organization focused on the health policy needs of children and adolescents. Represents the NAPNAP position on specific legislation or areas of interest to various individuals and groups.
  12. Participates on the following standing committees and other committees or task forces as appointed by the president:
    • Health Policy/Legislative Committee
    • Strategic Planning Committee
    • Professional Issues Committee - as Ex-Officio and participates as time warrants and issues call for participation.
    • Awards Selection Committee, when convened,for:
      • Henry K. Silver Award
      • Loretta C. Ford Distinguished Fellow Award
    • Nurse-In-Washington Internship Program
    • Position Statement Committee
    • HEAT Initiative Task Force
    • Grassroots Advocacy Award
  13. Prepare the bimonthly Health Policy/Legislative column for the Journal of Pediatric Health Care.
  14. Review and maintain the Legislative Action Center on the NAPNAP website.
  15. Submits Reports for Annual Activities as follows:
    • Provides input in the development of the annual budget (August)
    • Annual Activities/Goals and Time Table for the Strategic Plan (September)
    • Written or verbal report on activities for the Executive Board Meetings (Due Fall, Spring and Summer)
    • Provides input to the Annual Budget or New Budget Proposals. (Due Fall)
    • Written Annual report for the General Business Meeting (Due February)
  16. Serves as a role model and provides positive mentoring experiences for potential future NAPNAP leaders.
